Qualcomm Qualcomm Congressman Darrell Issa (R-CA) introduced a bill (HR 1441) that would require the Pentagon, the U.S. Agency for International Development (AID) and others involved in rebuilding Iraq's telecommunications infrastructure to favor the wireless technology made by Qualcomm, whose San Diego operations are adjacent to Issa's district. So far, the bill has gone nowhere. The requirement would replace European (GSM) standard technology currently used by Iraq and neighboring nations with American (CDMA) technology. The GSM technology used by Iraq and neighboring nations can be made by Illinois-based Motorola. Issa dismissed the GSM standard because it was developed by a consortium of European countries. He estimated the value of the contract to be $1 billion. According to the Washington Post, the firm gave Issa $ 5,500 in his most
